The German Federal Railway began using smaller shunting locomotives to shunt passenger and goods cars at railway stations early on. In 1965, the German company Gmeinder from Baden-W\u00fcrttemberg introduced a further development to existing shunting engines. The K\u00f6f 11 and the later K\u00f6f 12 (small engine with an oil diesel motor and fluid drive) was able to shunt multiple cars with ease. As the engines proved themselves, more than 600 engines from various construction lots were put into service.
